Why are URLs in email notifications displaying as Outlook safelinks?

Notification text is sent by OCLC as it appears in your Service Configuration.
Safelinks are generated by Microsoft Defender for Office 365 for incoming emails. URLs in notifications will only display as safelinks for email recipients who belong to organisations using the Microsoft Defender service. Your IT department may be able to add the relevant domains to an exceptions list for Microsoft Defender, however this will only apply to notification emails received within your organisation.
Notification recipients using other email services such as Gmail will see URL text displayed as it has been entered in your institution's Service Configuration.
