For ILL Requests that come in during the end of year, which month are they listed under in Usage Statistics?

It depends which reports you are referring to.
If it's the Resource Sharing Statistics, then OCLC is going to track the Request from it's existence to it's close, so it can appear in multiple months.
If it's the Activity Overview Reports, then OCLC is looking at when a Request was closed.
If it's the the IFM Reports, then those should be tracked when Requests are closed, as that is when the IFM is fully declared in the system.
