How do I search for users with an apostrophe in their name?

Apostrophes are not searchable characters but they work as truncation.
Single characters will be ignored but 2 or more characters before and after the apostrophe will both be searched.
For example:
Searching for O'Hara will return:
O'Hara
O'Harase
Hara
Harasses
It will not return:
O'dowd
Harra
Searching for Jo'Anna will return:
Jo'Anna
Joanna
Joseph
Jo
Anna
Annabelle
