Why is the patron's Need Before date being changed by constant data?

This is happening because you're using the Default constant data (CD) record while also having persistence turned on under ILL Options in the Service Configuration. The persistence setting will automatically apply the default CD record to all requests.
The default CD record requires a Need Before date and is set to +30 by default. However, if you create other constant data records, they do not need to have this setting configured, and you can leave that field blank. This will leave the patron's submitted Need Before date unchanged. You can create a new CD record and then use the Automated Request Manager to apply it to your requests automatically.
