Why do some 020 ISBN fields come back after deleting them and saving the record?

This is expected behavior. If a record is replaced with an ISBN in only one format (13-digit or 10-digit), Record Manager/Connexion will automatically generate the equivalent in the other format. So when you delete the fields and try to replace the record with only the 13-digit ISBN, for example, OCLC automatically adds back in the 10-digit equivalent.
