What is the difference between "set holds" and "records delivered" in the CatExpress Transaction reports

If a library edits a record that already has their holdings attached, they would click 'save to catalog' after editing and that action sends the record to the export file (record delivered) but doesn't count it as a set hold as holdings are already attached. In other words, whenever a library clicks 'save to catalog' on a record they already hold, it's counted as a record delivered but not as a set hold.

  1.
