When creating a new license, should the vendor be the publisher or the subscription agent

The Vendor should be set up to be whomever your contract is with. Usually, that will be with the subscription agent or distributor, not the publisher.  If you are going directly to the publisher to gain access, then set it up with the publisher's information. 

For example, the content is from Oxford University Press, but your contract to receive it is through EBSCO. You'd set up EBSCO as the vendor because your contract for access is with them and they are the one's you'll want to renew access with at the end of the license.
