Resolution

1. Sign in to OCLC Service Configuration at worldcat.org/config.
2. Once signed in, navigate to WorldCat Discovery and WorldCat Local > OPAC Statuses, Locations and Circulation Policies > Item Availability from OPAC.
3. Note that there is a section for WorldCat Discovery and a section for WorldCat Local Only. Even though the label states "WorldCat Local Only" this setting can affect the display in Discovery. Toggling Item Availability to "Display" fixes the issue.
