Libraries can use WorldShare ILL or Tipasa to create borrowing requests or respond to lending requests for digital materials like ebooks and audiobooks, but OCLC doesn't offer a distinct process for providing digital access to ebooks or audiobooks. It is up to the library to determine if they have licensed permission to lend digital materials in their collection and can fulfill requests with processes they've established with the material provider.
