What is the difference between OCLC Status: Submitting and OCLC Status: Considering?

Answer

Submitting means the lender has not looked at it yet.  Considering means it is looking at the request.  When a request ages to the next lender or the first lender cancels the request, the status changes back to Submitting until the next lender looks at it, and then the status changes to considering.
