Resolution
There is no functionality within ILLiad that changes the web browser that links open up into. The only thing to check would be the Windows default browser settings on the PC.
The addition of Chromium Browser as an addon was mentioned in Atlas' ILLiad 9.0 release notes:

In ILLiad 9.2, there will be changes that allow you to use a different browser. It is scheduled for release in early 2022.
