Yes, the way to do this is in the Database Manager. The Database Manager can be downloaded at the ILLiad Downloads page. OCLC support will then send a secure email or give the download credentials over the phone. 

Once the Database Manager is downloaded, select the Patrons tab, then Block. Make sure the Only block patrons if Expiration Date has passed checkbox is selected. This will block expired users.
