I used Microsoft Word to edit my routing rule and it is not working

Microsoft Word uses smart quotes, which are not recognized by SQL. It is best to use Notepad and then copy what you wrote into the Routing rule. For the rule you currently have in the Routing table, retype the single quotes and save the change. This will fix the problem.
