I have a request in ILLiad that will not get out of a queue and it should be Request Finished

You have a request in a queue that is incorrect such as Awaiting Return Label Printing, but it should be at Request Finished

If the request has been returned to the lender and it is closed on OCLC, then route the request to Request Finished.
