Record Manager says a record exported but the record does not appear in local system

Check your settings under Metadata > Record Manager > User Preferences > Exporting - Bibliographic Records > TCP/IP. This can happen if you have accidentally added a space in the Host Name, Port Number, Login ID, or Password. Remove any spaces and make sure the information is correct. Then try your export again.
