Why is a journal that appears in the Directory of Open Access Journals database not present in the Directory of Open Access Journals (All titles) collection?

For a journal to be included in the DOAJ collection, it needs to have a minimum of five articles indexed on DOAJ's platform. Since we'll be linking to the articles that are indexed at DOAJ, it's important to have at least a few articles available on the site, which is why we require a minimum of five.
