Can collections be sorted by administrative metadata fields?

Yes. Administrative metadata can be configured in the Field Properties section of CONTENTdm (classic version) Administration. Change the default Hidden property of the desired field to the "No" setting. Then refresh the Website Configuration Tool, and the metadata field should now be among the dropdown options in the Search & Browse > Results sections of the WCT.
