Is there a delay between the time that a transaction occurs in WMS and the time that the data related to that transaction is available in Analytics?

In the U.S., the cutoff time is midnight EST. Report Designer uses the data created up to that time and that is what is used to load the data for the day. Loads typically complete by 6am EST, but users can check the Circulation Data Last Refreshed report to see at what time each dataset was refreshed.
For example, if you run a report on Friday, May 19th at 8am, the data contained within would be up to 11:59:59pm on May 18th. (there can be a slight +/- a few minutes depending on data processing fluctuations.)
