Recommended actions

For this release, we recommend that you review the following checklists and complete the relevant tasks so that you can adjust your policies and workflows and train your staff. These checklists identify updates that we have determined as significant for most institutions. We encourage you to review all of the items in the release notes to determine whether there are other items that might require additional action or follow up by your institution.

New Features

Calculate a License’s Usage-Cost

License Manager will now calculate the usage costs of licenses in the license history accordion. This functionality provides a license-level, cost-per-use value for the following COUNTER 3 and 4 reports:

  • BR1, BR2, DB1, PR1, JR1, JR5, and MR1

Note: This functionality requires previously harvested COUNTER reports from within the “Usage Data” section of License Manager.

Steps for calculating usage-cost history on a license:

  1. Within the license’s history accordion, select the report type you would like to use for usage cost calculations. (See the next page for a list of report types available.)
  2. Once a report type is chosen, License Manager analyzes your COUNTER harvest history to find all vendors with reports gathered of that report type. Select one or more vendor sources from either the “Manual Vendor” or “Sushi Vendor” drop-down menus to be used in the usage cost calculation.



  1. For a single vendor selection, no further decisions are required. Simply click the “Generate Report” button.



Note: License Manager will analyze reports from each license period and then calculate the totals by combining the following fields. For complete descriptions of these reports, see

  1. Once calculations are complete, values can be seen either by selecting the “refresh” button or by reloading the license.



  1. Calculating usage costs from multiple vendor sources requires an additional step of instructing License Manager how you would like the reports to be combined for each month.



  1. Click “View examples” to see the two options for combining monthly reports:
    1. Example 1: “Combine latest reports from all vendors” will allow you to include the totals from each vendor individually. License Manager will include the latest report for each month from each vendor. In the below example, Vendor 1 and Vendor 3 have only one report for December, so both of those values are included. Vendor 2 has duplicate December reports, so License Manager includes only the most recently harvested report.



  1. Example 2: “Use only most recent reports for each month” will allow you to use only the most recent report. This can be useful when you have reports harvested from both a vendor’s SUSHI server as well as reports manually uploaded. In this example, the report harvested on January 20th is the most recent and is therefore the only December report used in the usage cost calculation.


Usage Report Coverage Analysis

The License Costs history now gives an indication for the coverage of COUNTER reports used in usage cost calculations. This is useful for license periods where usage costs may be affected by either missing reports or by duplicate reports during that time frame.




Clicking the “View” button will give you an indication of the reports found for each vendor used in Usage Cost calculations for that license period. This information can be especially useful if reports are missing from a given month. These reports can be added to the vendors harvest history with either a one-time harvest or a manual upload.

“Duplicate report” indications are given as a courtesy. License Manager will always use the latest report for a given month and will combine duplicates from multiple vendors based on your selections in the “Duplicate Reports from Multiple Vendors” options chosen.

A green check mark indicates a single report was found in the harvest history for that month.



Bug fixes

  • A network configuration issue was fixed which was preventing harvests from occurring for non-North American libraries
  • Within the license histories of a small number of licenses, a bug was corrected which was causing extra license period entries
  • A bug was corrected which was preventing shared licenses to be cloned as new licenses
  • “Trial” and “Free Temporarily” licenses will no longer convert to standard licenses if they happen to be renewed
  • Manually uploaded COUNTER reports which indicate a version of COUNTER 4.1 will no longer receive an error message
  • A bug was fixed which was preventing the usage harvester from accurately warning against incorrectly formatted COUNTER reports
  • CSV transformations of raw COUNTER XML files will now sort report fields correctly
  • Error responses from COUNTER-providing vendors will now translate correctly
  • Vendors which include time stamps in their report month COUNTER report fields will no longer cause the report harvests to fail

Known issues

  • Licenses may time out upon loading due to an error where License Manager attempts to load licenses twice. These timeouts can be ignored and will be fixed in the next release.
