Answer

In order to make a shelving location non-circulating:

1. Verify that you have a non-circulating loan policy created. These policies are found in Service Configuration (worldcat.org/config) > WMS Circulation > Loans > Loan Policy.
2. Create a line in the Loan Policy Map linking the shelving location in question to the new non-circulating loan policy.
