What is the default for individual renewal increases?

Symptom

• If I am only renewing a few items and doing them individually, it lets me put in a percent increase, but it does not let me indicate what to base the increase on.  What is the default for individual renewal increases?

Renewal functionality has a percentage increase based on order price.
