Why am I getting the EZproxy menu page when using an encoded URL as the target URL

Symptom

When using an EZproxy link that has an encoded target URL, the user keeps getting the EZproxy menu page

Resolution
  1. Check the EZproxy prefix and make sure that it is using qurl= and not url= if the target URL is encoded
  2. Check the EZproxy log file and see what is in the line before EZproxy displays the menu page (https://ezproxy.institution.edu/menu).  This line will have the item making the URL invalid so EZproxy shows the menu page.
