No, if a resource you proxy to informs you they are updating or changing their IP addresses this should not need any changes to be made in your EZproxy. EZproxy uses the host name and not the IP address to locate a target URL. This means as long as the resource updates the address to resolve to the new IP EZproxy will continue to locate the resource as before.
