If we have "Promote a single location" enabled, what determines which available item displays in the Access Options panel on a record?

If "Promote a single location" is enabled in OCLC Service Configuration > WorldCat Discovery and WorldCat Local > Search Settings, the interface displays the first available item in Access Options. If multiple items are available, the selection is based on the date the LHR was created. So, if there are two available items, the system will display the LHR that was created first in Access Options.
